Accusing China of deception provides a ready excuse for the Trump administration’s failures: “The reality is that we could have been better off if China had been more forthcoming,” says Vice President Mike Pence (Bloomberg, 4/1/20).
Bloomberg News (4/1/20) reported that anonymous US officials say that a secret US intelligence report says that China’s statistics on the coronavirus outbreak are “fake”:
China has concealed the extent of the coronavirus outbreak in its country, under-reporting both total cases and deaths it’s suffered from the disease, the U.S. intelligence community concluded in a classified report to the White House, according to three US officials.
The officials asked not to be identified because the report is secret, and they declined to detail its contents. But the thrust, they said, is that China’s public reporting on cases and deaths is intentionally incomplete. Two of the officials said the report concludes that China’s numbers are fake.
Neither the Chinese government nor US intelligence agencies are particularly trustworthy sources. So if they disagree about whether China’s figures on its Covid-19 outbreak are accurate, as Bloomberg reported, is there any way to tell who’s telling the truth?
Well, you could look at the report from the World Health Organization (2/28/20), which sent a team of international observers to China from February 16–24 as the outbreak was still ongoing, talking to hundreds of Chinese doctors and other frontline health workers in hospitals, clinics and laboratories. As Dr. Bruce Aylward, the Canadian doctor and former WHO assistant director general who co-led the team, said in a press conference (2/24/20) presenting the team’s findings:
I know there’ve been challenges with statistics that come out of China sometimes with the changing numbers. And [what] we have to do is look very carefully at different sources of information to say with confidence that this is actually declining. And when you get out into the field, there is a lot of compelling data and observations to support this decline….
I know people look at the numbers and ask what is really happening. And we do as well. I work for the WHO. Yes. But I have 12 people with me who work for the best institutions, researches and public health institutions around the world. They want to be convinced. And very rapidly, multiple sources of data pointed to the same thing: This is falling and it’s falling because of the actions that are being taken.
A report in the Journal of the American Medical Association (2/24/20) compares the response to SARS with the much quicker Chinese reaction to Covid-19.
Or you could look to the Journal of the American Medical Association, which has published many reports on the Chinese outbreak of Covid-19, including “Characteristics of and Important Lessons From the Coronavirus Disease 2019 (Covid-19) Outbreak in China” (2/24/20), which noted that “the Chinese government has improved its epidemic response capacity” since the 2002–03 SARS outbreak, when 88 days passed from the first case of SARS emerging to China notifying WHO of the epidemic, at which point there were 300 cases and five deaths. With Covid-19, by contrast, there were only 23 days between the onset of symptoms in the first case and China’s warning to WHO on December 31, 2019, when there had been just 27 cases and no deaths.
Or you could look at similar reports in other leading medical journals, like “Early Transmission Dynamics in Wuhan, China, of Novel Coronavirus–Infected Pneumonia” (New England Journal of Medicine, 3/26/20) or “Estimates of the Severity of Coronavirus Disease 2019: A Model-Based Analysis” (Lancet, 3/30/20). If any of the thousands of researchers who have been scouring Chinese coronavirus statistics in search of patterns that could help defeat the pandemic elsewhere have detected signs of “fake” numbers, Bloomberg doesn’t seem to know about it.
The reality is that it’s very hard to hide an epidemic. Stopping a virus requires identifying and isolating cases of infection, and if you pretend to have done so when you really haven’t, the uncaught cases will grow exponentially. Maintaining a hidden set of real statistics and another set for show would require the secret collusion of China’s 2 million doctors and 3 million nurses—the kind of improbable cooperation that gives conspiracy theories a bad name.
China is slowly and carefully returning to a semblance of normalcy (Science, 3/29/20). If China is merely pretending to have the coronavirus under control, the pathogen will rapidly surge as people resume interacting with their communities. Once international travel is restored, it will be quite obvious which countries do and don’t have effective management of Covid-19.
Chinese Foreign Ministry spokesperson Hua Chunying (Bloomberg, 4/2/20): “These slanders, smears and blame games cannot make up for the lost time, but will only cost more lost time and lives.”
Until then, news outlets can serve the public by quoting health experts on the reliability of health statistics, rather than politicians. In a follow-up piece, Bloomberg (4/2/20) quoted Chinese Foreign Ministry spokesperson Hua Chunying (“Some US officials just want to shift the blame,” she said, plausibly enough) and Donald Trump, Vice President Mike Pence, US Secretary of State Michael Pompeo and Republican Sen. Ben Sasse. The only expert quoted was Deborah Birx, “the US State Department immunologist advising the White House on its response to the outbreak,” who said, “The medical community…interpreted the Chinese data as: This was serious, but smaller than anyone expected.”
That’s not how the Chinese data was interpreted by the WHO mission. As Aylward said at the press conference:
There is no question that China’s bold approach to the rapid spread of this new respiratory pathogen has changed the course of what was a rapidly escalating and continues to be deadly epidemic…. that’s what happens when you have an aggressive action that changes the shape that you would expect from an infectious disease outbreak. This is extremely important for China, but it’s extremely important for the rest of the world, where this virus you’ve seen in the last few days is taking advantage to explode.

China has had a lot of experiences with viruses —–the last bad one for the US was long ago with the Pandemic of 1918. And also, don’t forget that Trump has been denying that the virus would be a problem. Now the states of CA, NY. and Fl are being hit hard, and New Jersey is becoming a problem site also.
Also, please be aware that the Military Times spoke of the military games of Oct. 2019 where the US military and Chinese participated. If China had indeed started this virus—why didn’t the US military show any illness? If China caused all this why didn’t the Americans have symptoms, as only WUHAN had effects?

Why do you bother to read FAIR? since obviously your assessments of global media matters are far better that the fine people at FAIR, who have only been doing this since 1986.
I have to push back on one point because while FAIR’s media analysis can be excellent, its skill at math can be wanting.
This issue is the statement “Maintaining a hidden set of real statistics and another set for show would require the secret collusion of China’s 2 million doctors and 3 million nurses.”
First, no, it wouldn’t; it would only require concealment by the central authority gathering the data.
Second, that large number of health personnel actually makes it easier to maintain double books because it makes it easier for any individual or handful of individuals to dismiss their own results as outliers. If there were, say, just 10 or 15 people, it would only take two or three comparing notes for them to have a basis to suspect something is screwy with the official totals. When there are five million, a handful, even several handfuls, simply won’t do.
Then how do you account for the photos on Chinese social media showing cremation urns vastly exceeding the number of reported deaths?
What’s funny here is that 100% of the people cited in this defending China are western media and white scientists, whereas nobody bothered to check on direct sources from China, e.g. Weibo social media.
Perhaps FAIR should find somebody who understands Chinese with experience in Chinese politics, not Americans poking at the situation from afar.

The information warriors went a step further and multiplied 5,000 by the number of known crematoriums to come up with an even more over the top number of 50,000 under-reported deaths. Note, they didn’t see these urns, just mindlessly assumed that each one got the same delivery.
It’s a travesty how American journalism can make unsupported claims about China and not be held to accountable for it. I challenge you to find one such article that doesn’t say “due to secrecy reasons” or “according to an anonymous source on Chinese social media”, followed by some black magic math. A single mortuary in Wuhan received a large shipment on a single day. The poster then made a baseless assumption that they would continue to receive the same amount daily throughout Qingming festival, and then extrapolated the deaths to tens of thousands. Never mind that it’s silly to think people receive stock only as they need them. I am on Weibo and can confirm it has as many nutjobs as Twitter does. You seem to think there’s no problem with this, but it is as if the only source of US news you had was Alex Jones.

There’s not actually any contradiction between the reports of China succeeding in suppressing transmission, as the WHO indicates, and China lying about the total numbers who died or got sick, as the CIA apparently is reporting. Do we have any reason to believe that the CIA is claiming – contrary to abundant evidence – that China has failed to suppress the spread of the disease and that new cases are continuing to increase?
If not, nothing the WHO sources have said contradicts what the CIA has reportedly said.

Why should we doubt that China’s death toll is smaller than ours, every measure we have taken, China had been doing weeks and even months before we did. It stands to reason that they would have a lower death toll.
1. Their ‘social isolation’ was much more coordinated, consistent and early than our ad hoc measures.
2. The miracle chloroquine therapy, you know, the one that Trump invented, has been applied in China since at least mid-March but is still hard to get in our epicenter, New York.

Hi, Californian, resident here in Shanghai since 2008. This core of this article is correct. We are back to a kind of normal with only a few imported cases here in Shanghai. At a certain point the government knows it cannot lie: it does not have 100% control over information. Chinese netizens, motivated journalists, and foreign observers like me can blow the whistle. For the moment we have beaten the virus, the ‘draconian’ methods worked.
i can still here in GZ , not quite all back to normal but its slowly getting there. i would like to add, with 1000s doctors / nurses and volunteers going (now all returning) to Wuhan from all over the country including HK ! there is NO WAY that all of these front line witnesses can be kept quiet and all helped to lie about the situation.
It’s not hard for a communist state run regime to conceal data that is reported. I mean, even the international teams sent in to observe were only afforded what the Chinese government would allow them to observe. So I question all of the reporting coming from them, from you saying it’s impossible to hide data because it really isn’t, especially of one such place has almost total control of the information that is sent out.

That the trend lines were consistent with previous epidemics and medical experts in international organizations didn’t have a problem w/the numbers, ignored, but you made the mistake of claiming that China couldn’t hide grossly understated statistics. Very naive assumption. Why each and every doctor and nurse will have a complete picture? They will know the figure from only their area of work which they will report. There will be very very few at the top who will compile the complete data and tabulate it. This tabulation will not be accessed 2 million doctors and nurses which is somehow your assumption. And if you think doctors and nurses will put out their neck you do not know about the Chinese culture. You are thinking like a Western person.

everyone in China saw the numbers every day – all day – during the crisis – on TV and on their smartphones for identified cases, new cases, recovered and deaths. If there had been any huge differences from those numbers all the people on the front lines would have been screaming.

There’s no need to question China’s covid-19 case count or Russia’s case count (currently 5,000 as i type).
The world health organization tweeted on Jan 14, 2020 that “preliminary investigations conducted by the Chinese authorities have found no clear evidence of human to human transmission of the novel coronavirus identified in Wuhan”.
It is evident that the Chinese gave misinformation to the international community. Somehow Russia got good information early on and was able to avoid the fate of the rest of the world.
Possible explanation is that China and Russia colluded this whole thing, spread the virus in Wuhan right around the time the scheduled war games with tree US military. This was also around Chinese New Year when thousands of Chinese from abroad come home.
Regardless of whether my theory is correct, China needs to explain the bad information they gave to WHO on Jan 14th. That is truly suspicious considering how clear it is that the disease is highly contagious.
Then add S.Korea, Japan, and Thailand to the list of countries that colluded w/China. They enacted measures such as screening and quarantine from Wuhan on 1/3 and 1/7 and later contact tracing.
Cherry picking WHO statements, why do you think China reported the new infection to WHO on 12/31 to begin with? Answer: because of the possibility that it could be human-to-human transmissible. By 1/21 WHO declared it was and rated the risk of a global pandemic ‘high’ based on Chinese data. Russia closed their border on 1/24. Their reaction was a little slower than than Japan, S.Korea, and Thailand.

I was going to say something originally about your shilling for the atrocious propaganda hub the Greyzone, but this WHO pandering is just as absurd. Evidence existed for human to human transmission from at least January 2 and was confirmed by Taiwanese researchers, the same the WHO rejects looking at due to Chinese pressure, by the same time it issued the notorious tweet. Further, the WHO waited till March 11 to actually declare a pandemic, being declared a Public Health Emergency on January 30. The organization has to be blamed since its proclamations influence countries around the world, yet instead of listening to outside of voices, it plays games of politics to not hurt China’s feelings or else China won’t let them in Beijing.
For what it’s worth, the WHO also opposed restrictions on travel and trade and mass wearing of face masks, the same you criticized the CDC for just recently recommending. So please shut up and re-evaluate your trash apologetics for both the bungling of the WHO and of China.
This is the same China where Wuhan police tried to muzzle “rumor mongers” in early January. The later reprimand of the police came only a month after the full fledged virus ended up infecting and killing thousands in Wuhan. This is the same country that found it necessary to not include asymptomatic cases until late March into its official count, further muddying up the situation and making it more difficult to assess how asymptomatic people may spread it.

The comments just showed how Prejudice can separate people apart. Many just simply didn’t trust the statistics because it was reported from China. There had been numerous case studies in Chinese media every day since Wuhan lockdown in the Chinese language. Unfortunately, this had not been in the western media’s focus.
Just simply see what has been done in China. 1st case appeared at mid of December, it was a NEW virus, it took time to know the pathogen. 23rd of January, Wuhan Locked down after seeing 400+ positive cases. Followed by all the rest of China in the next 3 – 5 days. People stayed home with strict social distancing. Early February, 14 Fang Cang hospitals and 2 intensive care hospitals were built and nearly 60 000 volunteers doctors and nurses had gone to Wuhan. China had reported asymptomatic cases being transferable end of January, and European experts said in TV interviews that Corona Virus didn’t follow that pattern normally and they didn’t believe this new virus would act in this way.
How long did it take for US to realize and admit there had been community spreading? end of March, when there had been thousands of cases. And ask around if everyone respected the social distancing suggestions. How many hospital beds have been prepared until now? And how many people have been still gathering and even partying? As we know now about this pathogen, the number could double within 3 days without doing anything. and there are still states refusing to apply shut-down. Singapore has just made it into a law to apply social distancing and NO meet-ups or gatherings with people outside of your household including your relatives and friends this morning. And this was applied in China with common sense rather than a piece of law end of January.
Why shouldn’t China has a lower number in positive cases and deaths. Because in many people’s minds, you don’t want to admit China is doing better. So regardless of what epidemiologists and researchers said, China must be doing somewhere wrong.
We should judge a government not simply by what they say, but by what they do. Believe in the science reports rather than the politicians.

To support the article’s statement that it requires millions of doctors and nurses to collude for the government to successfully hide the real data, I should let you know that the statistics are reported daily at the city level, so yes, a doctor/nurse would know if there is any discrepancy between the reality and the official data.
